I have a 2003 ford focus 1.6 zetec and the fan is coming on from cold and not allowing the choke to go off...... Is this the fan switch?

May be an issue with one of the coolant temp sensors

Think so too. Build in safety to let it run all time then

If it's got AC and you're using the 'screen defrost' setting on the fan speed, the AC will cut in, putting the fan on.

No seperate fan switch, the fan is ECU controlled.

Only temp sensor is the 'CHT' sensor that's fitted in between two of the spark plugs.

It doesn't go into coolant, it has a sacrificial end that when fitted and torqued correctly makes contact with the metal head casting.
