Do you have a boost gauge? What does boost do during the pulsing?

Stays constant. Another thing that adds to the weirdness.

Try disconnecting the knocksensor if you have one. Might be retarding ignition every now and then?

Altho retarding and pulsating power is more or less energy comming out of the engine which should give pulsating turbo rpm and boost.

RR would be good to examenate the problem

I was going to say weak actuator or amal valve but if the boost dont move I guess not
