Cam belt tension

Default Cam belt tension
im in the middle of changing the cambelt & water pump on my 1998 escort 1.6 16v

the camebelt, tensioner, spring + pin is all on but im unsure on the tension it needs to be.... does the small spring set the correct tension or do i need to put more on then tighten to the correct tourque? think its 38nm? also do i leave the spring & pin on after the tension is set or remove both

Rule of thumb is you should be able to turn the belt 90 degrees on it's longest run.
