Cosworth boa with bob timing problem???

I have a 94 ford granada cosworth BOA engine which i am rebuilding for my capri. since i was doing a full rebuild i decided to put in BOB cams from a scorpio cosworth... I've read from forums there better???

When i put on the cams from the bob i also used the bob locating plates.. i've heard if u use bob cams with boa locating plates the enging wont run too good??? When i fitted timing sprockets to cams 3 and 4 everthing looked spot on...

When i fitted the timing sprokets to cams 1 and 2 i just could get them right.. the were either half a tooth advanced or retarded???
is it becase im using one duplex chain and not 2 simplex chains..
im really not sure
The chain tensioner is in and i have rotated the engine several times, 3 and 4 are always spott on! but 1 and 2 are always just slightly out
is this normal??????
