Default Dunno what this bit in my engine is?

There is something that looks like a turbo actuator that is coming from my dash in to the engine on the top at the back of the engine on my escort gti mrk 6. When I turn the ignition on it moves in and out of its shell thingy lol and makes a cluncking noise? Thats as good as I can explain it! Any ideas??

You need to host it on photobucket.com or similar.

I always thought it was a valve that changed the supply from recirculating to external feed , it could be that the vacuum feed has been lost or the diaphragm within it has split , get someone with a mityvac to pull some vacuum on it and see if it moves .
