Unhappy No boost, now this is a mess!

Right, put short, it was an 89 xr3i cabriolet.

It now has what I believe to be an S1 turbo lump.

Wiring is a mess to say the least.

Pipes etc... are also a mess.

I know very little of these engines but, the standard actuator was goosed, suspected this to be causing lack of boost.
Nope.

Replaced with a new one, still nothing.

I do not know how the engine measusres A/F as I can't see a meter anywhere.

I had the air filter off the turbo inlet and you can clearly hear that it doesn't do the usual super high sucking when reving. Same while driving.

There is a nipple(lol) on the turbo with a pipe and what looks like a bleed valve (one way) then joining to the actuator. I've had this off and pretty much nothing comes out which leads me to belive what ever the turbo is meant to do here, it's not doing it.

Where shoud I start? Is there anything simple it could be?

This was running in an old fiesta and was very very fast and gave that flutter sound. Just nothing in here.

Help please! I want to get this running for my lady as it's her car.
