STEERING WHEEL ON S2 PROBLEM

WHEN EVER I TAKE MY CAR ABOVE 70 MPH THE STEERING WHEEL STARTS TO SHAKE LIKE HELL! WHAT CAN THIS BE?

Balancing? Tyres going bald? My tyres are worn on the inner edge, most of tread fine, and mine shakes at 60-70 mph, time to shell out for two new 17" tyres!
