Default Bush Fitting Advice Needed

I am having the most annoying trouble fitting a poweflex bush into a wishbone, the bush is in two halves with a hollow metal rod that goes through the middle. No matter what i do every time i press the metal rod into the bushes (using a press) one of the bushes pops out about 5mm when i release the pressure. If i clamp the bottom bush in the press it just pushes the top one out. Im going out my mind, i have tried a million combinations of fitting them
any ideas?

Are the bushes too long ?
Has the metal tube got any burrs on it, are you greasing the outside of the bushes, if so don't.

when i press in the bush without the metal tube they are a prefect fit. Its only when the metal tube is pressed in does one of the bushes pop out. I did grease up everything, now you have said it i can see that this might be the issue. I will press them out again clean degrease the outer bushes and try again
Thanks as always
