Default Knackered turbo? (with pic)

Not come off of a Ford (Renault 21 turbo) but a turbos a turbo (T3?) car seems to smoke on over run, and when pootling about - white smoke - under load seems to be fine, and will clear if revved for a bit, but if changing down gear to slow for a 30 or traffic plooms a bit.

We took the turbo off, nearly half the oil feed pipe gasket had been covered in sealant so not sure if has had slight oil starvation (this turbo was fitted 6 months ago (second hand I assume)) quite a bit of play in the shaft, looks wet (unlike dry/sooty) and feels oiley, so could it be turbo to blame for smoke?

Knackered turbo, white smoke indicates oil getting in the exhaust side, that's how they do it in the movies pipe oil, normally veg based into the rear box, smokes like del boys reliant!!

Thanks Tabs, as in exhuast housing I guess the oil could be from the engine - i.e. stem seals gone (it had been over filled with oil)

No I mean exhaust side of the turbo itself, this is shown as the smoke is white, ie it hasn't been burnt, which if it was stem seals would have in the combustion chamber, instead it simply oozes/leaks from inside the turbo, past the ring, which has a gap in it.

Sorry I meant the pic above is from where it bolts onto the exhaust manifold, I don't know too much of where the oil moved within the turbo apart from where the oil feed pipe is. So stem seals the oil would've burnt in the bores before reaching the turbo, hence white smoke means oil seeping within turbo (just trying to understand)
