Unhappy Fuel pump feed mystery

Have done a lot of work recently on rear of Sierra Cosworth, rebushing rear beam etc and also dropped fuel tank, changed pump, hoses and fuel filter.
All back together now but don't have enough voltage to operate fuel pump. Put a meter on the relay connection (87)that feeds pump which should read at least 12v but I only have 0.5v. Relay is receiving 12.6 volts from battery and I can hear clicking so appears to be working (have tried a new relay which also acts the same).

Haven't touched remainder of engine wiring loom, car ran fine before.
Any one any ideas,? can help with a list of things to check or, know how I check which ECU it has ?

have you pressed the reset switch in the boot?
mind you not sure if a 3 door has them

doesnt have a reset button on mine, either been removed or never there. I didnt expand before but Sierra Cosworth has been transplanted into a kitcar, all was running fine till I did the refurb work at the back.
