to fit a dump valve you will need to operate it from the vacuum for the brake servo, created by the vacuum pump on the alternator on most diesels.
it will make NO performance gains, but will sound chav and crap

Im guessing from your question "how do i turn the fuel up" is to go with your newly fitted bleed valve.
However you do it. dont. Home tuning is the fastest way to kill an engine.
Gaining bhp is a fine science, thats why rolling road tuners charge so much, yet still get alot of work.

The spec a stock engine can deal with is what it comes with, unless you fine tune the fuel/air mix and ignition timing etc...
A stock engine can probably take more boost than std, but you got to adjust everything to go with it. Increasing the psi of the turbo alone is never a good idea.

Sorry if i've come across as a bit of a negative nancy.
Its just you hear alot of stories like "I just wacked up the boost on my turbo and took the car down the road and now im sweeping up bits of my pistons?? why is this?" sorta thing.
Best way to keep an engine running tidy....leave it alone lol. Unless you have a good knowledge of mechanics and are familiar with the pro's and con's of your engine, whats solid, whats a common fault etc..
