Default WASTEGATE/ACTUATOR boost pipe

where is the best place to take a referance point form for the above.
Should your wastegate / actuator boost pipe come from the compressor housing or from the inlet plenum ?

Pro / cons ?

Do all the turbos including modern ones have boost pipe take-of in compressor housing? I ask because I didn't see many Garett turbos.

I am using a GT28 and it has no take off valve on the compressor.
