Default Boost Pressure drop

Hi, got a question regarding boost on my 2wd Saff. I have noticed a boost pressure drop when the revs get up around 5000RPM. Boost runs at 20 PSI until this point and then it drops, sometimes as low as 13 PSI but usually to about 16 PSI. Is this normal? The car has usual mods, i.e. 803's, 3bar, chip, Mongoose 3" etc but i am yet to fit a cold side bov and RS500 size intercooler. Turbo is standard as far as i know.

What actuator are you using? If standard, it sounds like the wastegate is being pushed open, as the actuator isn't man enough...

Alternatively, it could be the way the chip is mapped and so the wastegate is being told to open at these revs?

it's a -31 actuator with an Ahmed Bayjoo chip.

I think it may have been doing it all along, I've just been watching the boost more closely lately because i had to replace the BOV as it wasn't working (back spooling the turbo between gears) so i had to wind back the boost and slowly bring it back to 20PSI.
