14.7:1 /15:1 gives the best burn, but thats just because it leaves the least percentage of unburnt fuel after combustion. wether theres a different ratio for power i dont know, but you really want to be looking for 15 to 1

15:1 is lean, normal combustion engines are about 12,5-13 on full load, but I'd like to know when you can get the most power out of it....

An RST makes the most power at around 12.5:1. 15:1 for economy at cruise. 11:1 for reliability at big boost.

There is not a fixed A/F ratio for maximum power as every engine behaves differently. You typically find that maximum power is richer than stoichiometric but you need to run even richer than this for cooling.

running a turbo car at those numbers above will be a melted engine, on a turbo car you want to be in the 11s on boost

Absolutely correct. However, aim to start with 12.5:1 as this is the figure that gives the best results on the widest array of engines. Be aware though that max power is NOT what you should be aiming for when mapping. But it at least answers your question.
