Default Fiesta Heater Blowing Cold

Got a right pain of a problem with my sisters R reg Fiesta.
It will only blow out cold air no matter what position i set the knob to.
I have tried changing the control panel, and there is hot water going in and coming out of the matrix so that isnt blocked.
Has anyone else come across this problem?

I would but money on it being your heater control valve on the bulk head,
They are quite common, make sure you get the latest one available or you may get over heating and bleeding probs, as some of the early ones were faulty.

The fact both pipes (in and out) are hot, is probably just radiation.

we had a car in work with the same problem turned out to be the heater control panel as there electric on these
