Default fuel pressure on cosworth

Chaps
Could any one help me, I have put a pressure gauge on my fuel line of my cossy engine and the pressure is 2.8 bar is this ok, I have been told it should be around 3.5 bar. Also I was told that you can adjust the regulator. The regulator is new and a normal cosworth webber one, is this correct and if so how do I do it.

Fuel pressure should be 2.7 to 3.3 BAR at IDLE.
Without engine running but ignition on it should be 3.2 to 3.8 BAR.
DON'T go adjusting unless going to a R/R for check, but 2.8 is fine at idle.

when adjusting is needed, it has to be 3bar with the vacuumline off or on?
(it's about 0,5bar difference)
