Default High Pressure Oil Pump

Maybe a stupid question but:

Does a high pressure oil pump mean that at any given rev range and any temperature, the oil pressure will be higher than a standard one. OR does it mean that the oil pressure is allowed to reach a higher value before the valve actuates?

I am thinking about the Burton Power CVH high pressure oil pump, any good?

with the right oil the pressure will be higher throughout the rev range and also on tickover!
