i had same problem and could i hell as like figure it out for weeks first of allmake shure plenty of fuel in car because if there is only a bit it can affect fuel pressure also have you had car in bits at all cos a bad earth could cause switch not to activate valve in metering head (that was my problem in the end lack of fuel altho there was plenty in and bad earth to ecu) i thought mine was nackered and 100 quid and 2 good metering heads after i got it working so if it is nackered i have 2 which i no works as i checked them on my car

I'd unbolt the metering head from the base first off and check the plunger is free, if turn it upside down it should sink down by itself, thats how free moving it needs to be

no he means the plunger under the air box or filter also when you tried to turn it over did you do it yourself or have you got help because the best way to do it is take injector pipes off and filter box or induction whatever is on and get someone to turn engine over and push flap down a few times to see if there is fuel to pipes that will check wether plunger is free aswell without taking it off
