Default REV COUNTER (LAZY)

i have got a 88 xr3i when i rev it the rev counter will not go above 2 to 3 thousand rpm the engine is fine and drives fine it just dosent pass 2-3 thousand rpm no matter what i do got any ideas please? thanks

MK4 rev counters are shit, ive owned a fair few and every rev counter has had a different fault/imperfection
