Default idle problem

hi, i have a problem on my ford escort 1.3l hcs mk5 car. its very intermitant at the momment. when i start the car the revs shoot up for about 2 secs then drop down to normal idle speed. then when i am driving if i put my foot on the clutch the revs will build up again quite high, it makes a funny sound the revs climb stop then climb stop etc for about 3 times then drop to normal again or until i take my foot off the clutch. other times i can start the car and the revs seem fine but it idles below normal and when i engage clutch when driving it occassionally stall as there aerent enough revs.

i have been told this may be an idle control valve problem, but not sure as other people have said it maybe something else, can anyone help.

i have just done an oil change new air filter new spark plugs and tried cleaning the carb with carb cleaner to see if this would help but it doesnt.

any suggestions
