van wont rev over 3000 rpm??

at work we have 2 ford transit t26 duratorq's.
when i have been driving them for a while so there up to the correct temperature, sometimes they will not rev over 3000 in neatral or when driving.
why is this? is it a safety feature ford designed not for the vans to overheat?

we had a tranny to drive to a show with the FF stand stuff in it.
we all had a go at doing a burnout in it and with the clutch pressesd it wouldnt rev over 3k, so we had to stick it in neutral, floor it, and then nail it in 1st very quickly while keeping the gas down.
it worked lol
