the pipe that come off the bleed valve/t-pieace etc and go onto the actuator do i have to keep it on actuator or can i just set the actuator to one place to run some boost and leave the pipe off??

If you don't connect the hose back onto the actuator it'll make whatever boost it wants!!

Do you mean weld the actuator rod so it can't move in or out? If that's the case, it would be just as bad as leaving the hose off the actuator, and the turbo would keep on boosting till you lifted off. Great way to destroy an engine and its turbo.
