Basically. Modern automotive LED lights are PWM (pulse width modulation) controlled, which means they get a pulsed voltage in a certain frequency, not constant.
Naked eye can't see them being pulsed but cameras can because of the frame rate, and capture the on/off/on/off.
See the Porsche races supporting the BTCC on TV they do it too.
Even things like mk5 Golfs have the same thing, their rear stop/tail bulb is just a single filament and the module that controls the lights makes it dim enough for a rear light but bright enough to be a stop light too!

i thought they flickered for real lol. iv been thinking how cool they are and how can i get flickering lights o my car

Saw this video the other day and could finally see how fast it was, problem with the tests sometimes on top gear is the constant change in cameras dont let you guage the true speed

that dude from maclaren clearly has THE best job of the several billion people on earth. mega jealous.
car is properly awesome too by the looks of it. wonder how long it is until the technology now featured in hyper cars like this ends up in a showroom for under 25k. i think the alfa 4C is a brilliant car and a step in the right direction (i know its not a hybrid). read a piece on it last year (before the top gear feature the other week) and was impressed. hopefully its not long before more cars are being made with carbon, more performance focused hybrids, proper aero etc. i just hope car manufacturers can reverse some of the current tendency to disconnect the driver a little bit. most petrol heads will agree a mk2 XR2 is a much more enjoyable car to drive than a modern equivalent, and i think itd be good if car manufacturers did too.
