No i dnt think you can, unless you are a full time carer for a family member. not sure if this is true, i can just remember something about it from reading it somwhere.

just go into a bsm centre thingy and ask them, sort out your lessons for when your 17 so you've got the ball rolling so to speak.

just walk into a bsm cntre or aa, and say i want lessons or just ask them anything you want to know.
when my brother was learning to drive the lass at bsm let me go in and do the hazard perception thing when i was 14 lol.

i booked mine before I was 17 and did it 2 days afterwards. walked out after about 5-10mins totally confused and sh:tting my pants for the next 2 weeks as I thought id missed some pages out! I got full marks though!
no real rush IMO a week or two on the theory won't make you pass any quicker.

Yes you can mate i took myn at 16
but you can only learn to drive legally at the age of 17 unless your disabled!
And you need more than 12 lessons to go for a test nowadays
