i PERSONALLY would change it JUST cause if i didnt and it died i would feel quite bad
ALWAYS doe the tensioner as otherwise that will seize up before the next cambelt change and fooks the engine anyway, bit like not changing the oil filter when doing the oil

The ruber will perish over a period of time, thats why the say X number of years or X number of miles 'whichever comes first'
It wont do any harm to change it and they are cheap enough. On the other hand if you dont change it and it snaps
As for the tensioner, just check it for play/roughness in the bearing when the belt is off. Some manufactures have a replacement recomendation for the tensioner aswell at X number of miles/years.

tensioner should always be done with the cam belt as otherwise when would you do it ????
even if its fine 1 year later it could seize and then fuck the engine, is it worth it for 40 quid MAX
