Its 100% bollocks. Bearing in mind this was supposedly developed by the Russians why then haven't they changed their own weather? Why is Moscow not bathed in sunlight 18 hours a day with Russians walking round in bikinis? No, the reality is that Russia is bloody freezing and people stand in bread queues for 10 hours a day, wearing those silly hats!

Of course there is no *real* evidence here (well, there is some good satellite photos about), so here we do have an proper conspiracy theory.
You can mess with hurricanes by spraying stuff into clouds to "speed" them up. earthquakes etc need ultra low frequency waves. not exactly hard to reproduce. (if you have the right resources)
Just Google "Tesla" and look at some of the things he was into.
