I personally would get it inspected, but then again i would get it inspected even if it was built by a tuner.
5k or whatever the price is alot of money to risk on someones word.
Personally for pure peace of mind i would i do it.
No other reason than that.

its a matter of trust, and very few people HERE anyhow would be willing to trust a lot of money thats its good, esp with no proof of performance.
your reputation preceeds you, and altough you not got a rep for building bad engines, you not got any rep for building good ones either, and unfortunatley the bad rep for just being you will count against you.
a dynod engine will make it worth more than the extra than the dyno costs would be IMO, so id do that if wanna rid it in whole.
i mean who knows exactly how this engine will behave, relativley high comp, huge exhaust housing, unknown cams, and so on...
more details into the spec, cam details, piston crown shape, etc etc would be a help too.
ebay is full of chancers and idiots, i reckon thats your best bet for getting the best money in one piece
