testing of brake pressure valves on series 1 rst!

As above does anyone know if there's any way of testing these valves as think mine could be knackared!

I've just done a cosworth disc conversion using series 2 calipers using hi spec spacer brackets. i have replaced the seals in the calipers and also put new wheel cylinders and shoes in. I can't get rid of the spongy brake feel and 'long' pedal feel even after bleeding the brakes 3 times! and have also just replaced the master cylinder thinking it might be that, so i was thinking it might be faulty bias valves.
