Someone's scrapped my GFs car and drove off, any advice?

Hi,
A couple of weeks ago somebody scraped my girlfriends car when they were trying to park in the space next to it when we were in tescos. When I came out the car had gone that had done it but someone had left a note on the window saying they had seen it and the reg of the car that had done it. The person that had left the note was still there waiting in his car so he got out when he saw us at the car and explained what had happened and said he would be a witness if needed.
The problem is my girlfriend is only insured TPFT so is there anything we can do to try and get this woman to pay? All I have is her reg?

I have spoke to her insurance and they said they cant help and we would need to contact the womans insurance direct but all I have is the registration?

You cant do fook all, I had exactly the same thing happen to me about 5 years ago, a witness kindly waited for me to return, she had the reg number and vehicle make and model so I went straight to the Police Station, they took the details and gave me a ref number.
4 weeks later I hadnt heard anything so I chased them up.
A week later I got a letter advising me no further action would be taken?! WTF!!!
Was so angry as the arsehole had properly cracked my front bumper but there was absolutely nothing I could do about it

I had same heppen to me a few years ago, police refused to help as on car park, dvla wouldn't give me info, so I couldn't do anything, but a few years later I had an accident on a carpark and police done me, so I was very unhappy to say the least, they did me for criminal damage as no motoring offence was committed, thought all police are a waste of space since, so best of luck to you.
