2 possibilities...

1) your car can happily hold 17psi but your actuator's gone weak and youre dropping the boost top end.

2) its been set up lik that on purpose to provide a nice torque increase when you stamp on the throttle, but safer high up the rev range. (v. common)

did you buy the car like this? or have you taken it to a reputable tuner?

wot jim said.
when i had my old engine in the cab i set it up to run 25Psi peak.. it would however drop off to about 17Psi.. main benifit was that you had a LOT of power for overtaking.. and with my 2 stage boost i didnt have to run it like that all the time.

Mine peaks at 25 but holds 23 and this is on quite a new actuator. I think that's the way most of them run so you should be too worried. IMO i's say that you was running 17psi but other people may have different views.

if you bought the car like it is then you have no way of knowing the previous owner had it set up correctly.

IMHO i'd take the car to a tuner as soon as poss n get it set up pukka...

for all you know it could be perfectly fine, but with modified cars you never can tell so its a good idea to do it for peace of mind
