Default Looking for an idea (actuator)

I'm looking for and idea what can be wrong. I got brand new -31 actuator and new 130mm Escort Cosworth actuator rod. Still they are about 1 cm too short when I screw it on only one turn. My turbo with old actuator looks like that. What can be modified/non factory that it wont' fit? Exhaust housing?

Longer then 130mm???? Mike rainbird measured actuator rod of an Escort Cossie for me and it was 130mm, I got one and it's barely possible to put it on.Maybe if use a lot of force, but this doesn't look like right lengh. I wonder why can be wrong on my car still? Bracket? Exhaust housing? Anybody got measuring instruent of some kind and an Escort Cossie and could post some numbers?

is it possible to use the mounting plate for the actuator from a 2wd cossie T3 turbo? as this bolts onto the back of the compressor cover instead of the 4x4 one that bolts onto the front
