do a search on the net net for free POP email accounts.
You will still probably need to use your ISP's SMTP server unless you know how to set up your own one on w2k/XP

1-2-Free UK ISP provides free POP3 email accounts as part of our service. In fact we will provide you with unlimited Free POP3 email accounts. You can access your free email account via a POP3 email client like Outlook Express, Pegasus or Thunderbird or via a browser using our web mail client. you don't pay any subscription to access your free email account. All we ask is that you connect via the 1-2-Free UK ISP 0845 dial up number at least once a month so that we know that you still need your free email account
But as EBR says, firewall could be restricting your access.

firewall restrictions might not let you recieve pop mail or send out on smtp.

hotmail doesnt use pop.
you can use hotmail within outlook express if you've had your account for a while of you've paid the extra for a hotmail plus account (or what ever its called)
to add your hotmail account within outlook express:
1) Choose TOOLS > ACCOUNTS from the menu
2) Choose ADD > MAIL
3) In the wizard type in your display name click NEXT
4) Type in your hotmail email address including the @hotmail.com click NEXT
5) The next page should already be entered with the hotmail settings so click NEXT
6) enter your hotmail user name (email address inc @hotmail.com) and password click NEXT
7) Click FINISH
