2003 Transi Connect fuel pump programming...

Recently bought a 53 plate Transit Connect that the previous owner had fitted a brand new fuel pump and couldn't get it to run.
He says he had the pump programmed and thought maybe the timing was out, I've checked the timing and its all bang on, have bled it through the return line using a hand primer and its getting fuel up to the injectors but will not fire up !
Someone has suggested that it will need to have the pump programmed by Ford and no other diagnostic computer is capable of doing it ! Any truth in this ?
I was under the impression that these pumps when new were coded by firstly connecting everything up and turning ignition on for 30 seconds and that should be it !
Anyway what I need to know is whether it will have to be taken to Ford ( nearest dealer is in Inverness 80 miles away! ) in order for the pump to be properly programmed ?

Was going to mention, if its a TDCI it doesn't need to be timed, but TDDi does.
I only have used Ford IDS to program these, I'm not aware any other tools can do it.
I could be wrong,.. I only use Ford IDS..
Ford or a Ford authorised repairer has to do it, unless you have a local independent that has an ETIS log-in to get the immobiliser codes for PATS to initialise the pump.
