As said, if there is no clearance, valve will be held open...just a rough/quick test, can you spin the tappet round with your finger? if its not bound up with the point of the cam lobe you should be able too, if you can't then it suggests there is pressure on it holding the valve open.
IF the valve is held open, then i'd be relucatant to drive it anywhere for fear of burning the valve out. Again, IF it's held open, possible reason's could be that the valve seat has been re-cut, so therefore valve sit's closer to the cam and the valve/lifter hasn't been machined/adjusted to suit the smaller clearance.

mate, you seriously seem to have no fucking idea when it comes to mechanics so im very surprised that you bought that car in the first place, especially as you have had soo many issues with it.
my advice would be to stop pissing money up the wall and break it, get as much out of its as you can. then buy something unmodified and reliable
