It's a valve that goes in the vacume line to the wastegate actuator. It has a threaded adjuster and simply bleeds off pressure before it gets to the actuator thus making it open later and the turbo generating more boost as the wastegate remains closed. The further you adjust the bleed valve the more boost is generated.
When fitted and set up properly they are fine, problems occur when fucknuts realise that opening it a bit makes teh car go quicker. They tinker and sooner or later the engine lets go in a big expensive oily mess.
