Default Unusual focus rusting ?

I have a otherwise mint focus mk1 on a 2001 reg but when lowering ive discovered this in the rear drivers side wheel arch

Uploaded with ImageShack.us

Its only surface, and ive been advised to take it back to bare metal, kurust it, then i was going to red oxide it and paint it with some underseal/rubberised paint stuff?

If you pull the boot carpet away at the sides theres surface rust inside there too where the floor meets the turret, no holes, its just all surface at the moment, really unusual as the other side is fine?
