What starts a teeny weeny bubble of rust..

Im wrapping the car and the rear arch wasnt rusty but all ' wavey ' like rippled, so i gently hit it with a lump hammer to flatten it back,and then set to picking the paint off the bubbles and wire brushing them back to bare metal..
Sometimes nothing ever goes to plan.. better get the filler out
