Sounds like the relay may have burned out and welded shut between the two output contacts.try a new relay first or shove your multimeter on ohms and check resistance between the two output pins,if it's a very low figure or your meter goes beep then it's short circuited.there should be a little diagram on the side of the relay, your looking for the switched contacts.
The miss on the motorway could be the relay occasionally cutting in and out.
Like I said to testosterone,it's been years since I had an rst but a few things still jog the old memory bank!!!

Right, just re read this.it looks to me like there's a bit of stray wiring somewhere in the car,the four pin relays effectively acting as a short between the two pins and causing the pump to run as soon as the relay energises, like you said,no switching or control.
It could be Haynes manual time etc to identify the wires and make sure their all there and connected correctly ,it's not hard and you seem to know what your doing.I'd be amazed if there's any burnt ecu's etc,I'm sure it's just a plain old wiring issue.
Generally with a relay you get permanent live, earth, switched live and then load out, there should be a million and one people who can give you the diagram if Haynes fails or even talk you through it.
I'd guess the extra pin on the relay is fed from the ecu somewhere to tell the pump when to shut off etc rather than just purely fed from the ign switch although without a diagram I'm a bit stumped.

Memory jog again!!!I'm sure it's a four pin holder with a separate wire for the 5th pin, find that wire!!!black with a red stripe iirc?Christ I'm going back 10-12 years now!!!!
