I gaped mine similarly with a slitting disc in a dremel, on the oil control rings the gap is not so important, and best made a little big if anything. The rings to gap are the top and bottom "thin" ones, leave the actual zig-zag scraper ring alone, this will compress when inserted into the bore.

Follow the ring providers instructions.

Although if you gap an oil ring at 18thou, expect it to burn oil.

There is no one generic answer that fits all, so why try and use one instead of following instructions ?
