Absolutely agree, that particular transport manager needs sacking!!
He does not know his job.
No card no drive, simple as that.
The exceptions, ie lost, stolen etc, only apply when you have already had your card in your hand from DVLA.
Sounds like you are gonna risk it anyway, but it's your arse mate...

Did you pass a HGV Class 3 test to allow 7.5 tonnes for work purposes?

I passed my test in 1981 so have "grandfather rights" to C1 (7.5 tonne), D1 (minibuses up to driver + 16 seats) and E (Cat B. C, or D with a trailer) but the "not for hire or reward" restriction applies to them all.

Apart from ADI in 1990 nothing else.
Bike test in 1967,, but that won't affect it..

The C1 not for hire or reward is incorrect.
Nothing stated on my licence, passed in 1984.
Taken from the Direct.gov website..

Vehicles which do not need lorry or bus entitlement
If you passed your category B or B automatic test before 1 January 1997 your licence will already show D1, D1+E which can be driven, but not for hire or reward. Your licence will also show entitlement C1, C1+E (not more than 8250kg). There is no hire or reward restriction for C1, C1+E. You normally need category C or D entitlement to drive a large lorry or bus on the road.
