one more thing i'd do, i'd ringfence money gathered from motoring taxes to be spent on motoring issues, taxes from income tax would be carved up to where they were needed, ni would be spent on the nhs, corporation tax on the banking side of things to shore up any failing businesses or the like, i'd make the army/navy/military/etc all join forces with the suppliers so that you wouldnt need to use money from the government to buy stuff from another governemt sorce, you'd just have your own budget on stuff so you'd only have to pay people rather than buy stuff, the same as the nhs being for medical stuff, i'd make osmethinglike the nms so that all those things would fall under the same military umbrella
