it could be drawing a high current due to the motor being screwed, this would also account for the motor ony working on high setting, check the amount of amperage the motor is drawing, i think you'll find its more than normal.. hence the fuse melting

i had my fuse box melt a bit back due to rad fan being seized and didn't blow fuse, but melted the fuse box and plastic on the fuse.
try a smaller rating of fuse and or sort the fan out.

p.s. i know it's the demister fan in your case, but same applies.

Normally fuses melt due to a poor connection between fuse/holder, or a poor solder joint on the fuse holder. This would cause a heat build up. It wouldn't be drawing any more current as usual so the fuse wouldn't blow, but the poor connection would cause heat to build up, thus melting the fuse plastic. Have seen it a couple of times on audio installs, cleaned up the fuse holder and resoldered the holder properly, and problem solved.

it requires a 25amp fuse but it pops straight away so i put a 30amp fuse in and it just melts i'll try some ford fuses

but what gets me is the fog light fuses melted but i dont have fog lights connected anyore since changing my front bumper to a wrc replica

Heat is naturally produced whenever there is a flow of electrons or ions through EVERYTHING apart from superconductors.
The positive charge carriers are immobile in a car circuit(dc) and only the negatively charged electrons flow, using a rogowski meter will show a electric field is produced also.
It is of course true that the higher the resistance be it load or bad connection will result in more heat produced.
A much more famous problem on vaux's with melting RHS fuses/fusebox area, same thing as happened to cossie with the fan loom.
In short any fuse seeing a load from whatever source will produce heat, so something is still connected and drawing from that circuit
