How do I properly/legally reshell a car???

I bought a scabby capri 2.8i as a project , it was headache from start to finish, anyways , it was a laser shell with all the 2.8i stuff on it. #
It was obvious that the floor number from the original shell had been put into it.
Anyways took it for an MOT , the garage phoned vosa because there was No Vin tag for it , within 20 mins the traffic police drove into the garage and started really getting crappy with me about it , I told them the how i had bought it and what I had done , they said " we can take this car off you " , I replied , sure be my guest , Give me a receipt for it and take it away , I will forward all the receipts for the parts i have purchased to my lawyer and once he has contacted you you can get those parts removed from the car and returned to me " They quickly changed their tune and made a sharp exit.
I thought that was an end to it , until at 7 am the following morning I get a knock at the door from Lothian and Borders stolen car squad telling me they were here to inspect my car .
These guys were thick as , they didnt have a clue what identification was on a capri , I told them , chassis number , engine number and possibly a month and year build date on the wiring loom.
He then says I think I will take the car for inspection , to which I repeated the same as I did to the traffic the day before , he then says , MMM , Ok I will issue with a new chassis number , what you need to do it to have it stamped onto a piece of metal and then have that welded to the chassis , I asked , Thats No different to what is already there ???
He just then said , its not worth the hassle , Im only here cause i have to come and check it , said he would be in touch and left , I have not heard anything since.

Problem is, even the ones that look totally mint on the top, are rotten under the kit a lot of the time, my rs500 was PERFECT from the outside, not a hint of rust, but when we got the kit off it had rust underneath it.
Where as the 1.6 shell ive used now, genuinely only had a couple of tiny bits of very minor rust, it was almost perfect, far better than my "mint" rs500 shell was!
When it came down to it, having a really good shell was more important to me than having a cosworth logbook, so I made my choice, and TBH im glad I did, as the shell is still very good now, despite the abuse its had while ive owned it (shit weather, the beach, etc)
