Within 14 working days if you are the registered owner of the vehicle.

They only have to post it to the registered keeper at the address held by DVLA in 14 days so, if you have moved and not told them, they have quite a lot later to get it to you.

After that initial 14 day period, there is no formal timescale until the offence times out after 6 months.

They are usually pretty bloody speedy at issuing the fines out. I've got away with a couple of offences as I was sure they'd busted me but then nothing ever dropped on the mat.

Nearly right, they have to post within 14 days, but are not limited to 6 months to bring a offence at all, so long as notice is given of a offence they have 3 years.
I went to court on 18/11/09 for an offence that was commited on 12/12/08, yes nearly a year, and it was thrown out due to identity of driver problems, driver was wearing a balaclava!!

Nearly right. They have to have instituted court proceedings within the 6 months. How long it takes for the case to call is entirely separate.
