right have 3 way switch at the bottom of stairs and a 2 way at top. 3 way works outside light ok middle switch turns both upstairs and down stairs on but no off unless you flick the third switch then the middle one will allow you to turn them off

Bit of a headache deciding exactly what you mean but you mean you have a 2gang switch at the top and a 3 gang at the bottom, but i don't understand what they're all supposed to do? You'd need to take the switches off and see how it's been wired to sort out what's been done wrong, very difficult to suggest anything without seeing a photo or some sort of diagram. In honesty if you know any electricians it would likely take no more than 10 minutes to sort out.

if you've got a switch upstairs to switch up and down off AND a switch downstairs to switch up and down off, you are going to get more and more confused unless one person tells you what t you need to do

and even then, i think you may be now breaking the law if you don't get someoen with a certificate to fiddle with the wires

on that note, how difficult is it to add an additional switch upstairs in order to be able to turn the downstairs light on and off?
