Dave, if you are fitting a new turbine/shaft at the same time, then you don't need to balance them seperately as they are component balanced thesedays

the core will still need to be balanced when its built though,, most places used to charge for bearings & seals at £200 odd, call around, probably about £30-50 for the balance then the compwheel.
have you fittd new bearing as they can be hard to balance on old ones.

Danny at Turbospares in Blackpool - he was doing a bargain kit for £150 plus delivery which was a brand new bearing core housing, bearings, seals, all the other fiddley little bits and a brand new turbine shaft/wheel unit. Only thing you'll need to add is a compressor wheel of your spec and you have a brand new unit when using your existing compressor cover and exhaust housing

Not true at all, if the shaft/wheel and compressor wheel are component balanced then the core does not need to be balanced.

We used to balance components and then assemble them without balancing the core when I worked at Holset

thats ok on big turbos but not the case on most car turbos, thats why they have grind marks on the nose nut where there balanced.

Times have changed a lot with turbo technology and production methods - nearly all turbo's are component balanced thesedays

the parts are component balanced but all the modern garrett & KKK stuff i have seen is still balanced as a core, when you build a core & put it on the vsr machine, some are not far out but still need a grind or 2 to get them within tolerance.
