Default escort diesel help please

Hi, im new to this so please excuse my poor explination, i have a 1998 1800 escort TDI it has approx 150K on the clock, its been running great but has just developed and intermitant lack of power, it will start fine, pull away from cold with no undue smoke or problems, but going up a hill it will feel just like you are taking your foot off the throttle, and if you are crusing at 60mph and put your foot down its just flat, but then it will suddenly pick up, i'm thinking turbo?? should the rod on the turbo (i think its the wastegate actuator) be moveable by hand as this one feels locked, any advice please???

does it have a throttle cable or is it fly by wire?

150KS ALLOT FOR ANY MOTOR MATE DIESEL OR NOT IT MAYBE JUST NEEDS A FRESHEN UP IF ITS FLY BY WIRE THROTTLE AND THINGS DONT MAKE SENCE TO THE ECU IT WILL COME UP WITH A NOTICABLE FAULT SO YOU DO SOMTHING ABOUT IT IE SO YOU DONT WRECK THE MOTOR GET IT ON A DIAGNOSIS MACHINE.A FAULT LIKE THAT WILL FLAG UP ON AN ECU

ican pretty much guarantee a diagnosis here which no codereader will pick up.... the airbox to turbo hose basically implodes after a few years, easy fix but check first incse i am wrong, pull throtle leaver on the fuel pump back and rev engine up to about 4.5k then drop then rev up again and watch the hose from the airbox to turbo, it might only do it under load so give hose a gentle squeeze if it sucks in easy with the revs then hats your problem, it was a design fault that was never properly rectified. oh and 150k is nothing on that engine if well serviced they see 300k with no major issues

Also, if it is the Lucas fuel delivery system (I think it will be on yours - same year as mine) then check for air leaks around the fuel filter - common problem on these (usually the top o-ring on the main clamping bolt)

150k is nothing - mine is on that and pulls very very well still

agree check air filter to turbo pipe gets oil on it then goes all squidgy sucks in on boost i got a normally aspirated escort diesel done 174 thousand and still racking them up seen 300 thousand on one
