On a closed system ( gas combi boiler ) can you turn on the heating if one of the radiators has been taken off, whilst decorating?

Yes, as long as it's not the one that has no thermostatic valve and the rest do. (usually bathroom.)

Then if the has thermostatic valves, tell him to make sure he turns another rad up to maximum, or he'll fuck up the pump.

It will still close once the air temp heats up, just remove a TRV head which will then act as a temp bypass!
