Also need a computer programmer to build a basic program were i fill out loads of questions and it puts it in pdf format and can get sent to a certain email address.

You can buy the domain fairly cheaply depending on what you wanna call it, and if its available.

it shouldnt be too expensive due to it not requiring a lot of space.

as above just about to go self employed and built my website using them. havent had a problem with them got website building software on there too.
