They have to serve the NIP within 14 days. There are however exclusions to this rule and one of those is if the vehicle has recently changed hands.
I'm afraid for now your just going to need to wait and see.

I got zapped in June. I took advice from these guys -
http://www.pepipoo.com/NewForums2/index.php
and responded to the NIP accordingly. It is now over 5 months since the offence and I have not been offered a fixed penalty for the offence. If a fixed penalty comes through in the post I have, by law, 28 days to respond. I will ignore any such offer of a fixed penalty but by that time the speeding offence will have timed out because the details of the charge have to be laid at court within 6 months of the offence. All of which basically means that I got caught, on camera, speeding but I am going to get off with no points and no fine.
I recommend that anyone caught speeding visits Pepipoo and posts the details of their case for advice and a plan of action.

this 6 months rule only works from last point of contact from them , ie you send the police a letter and they dont respond for 6 months, if you ignore them it doesnt work.
also if you dont hear from them for 6 months and then they write to you after then you can take them to court
remember if you go to court you got about a 1% chance of getting off it
just throw it in the bin when it comes
